Although land is still subject to severe degradation processes, it is probably the most undervalued element of nature. Land and soil are an unquestionably critical parameter of a sustainable Circular Economy even in areas with advanced environmental policy, such as the EU. This has also been reflected by the absence of a coherent and strategic EU-wide policy framework by the end of 2021, prior to the launch of the new EU Soil Strategy. Historically contaminated land management has been a national level policy issue, managed differently by the member states, resulting in advanced to non-existent contaminated land management policy. In the latter case, contaminated land management is mostly based on other EU policy instruments, such as the Environmental Liability Directive and the Industrial Emissions Directive.
Application of these directives, however, does not effectively satisfy the needs of a robust contaminated land management framework. Greece is one such example of a country without a robust contaminated land management framework, where the experience on the subject is still developing. At the same time several mega-projects are already in progress across the country. Authorities, services providers and landowners encounter significant decision making, scientific and management challenges on several topics, such as land transfer, remedial targets, excavated soil reuse etc.
It is imperative therefore that a coherent EU-wide policy frame and joint tools for contaminated land management supporting all Member States in striving for resource efficiency are considered. In particular, the new EU Soil Strategy introduces the aspect of “healthy soil” and sets out a framework and concrete measures for soil protection and restoration to ensure the sustainable use of soil by 2050. In this context new policymaking tools regarding, among others, excavated soil reuse (“passport for excavated soil”) and the issue of liability transfer (“soil health certificate”) are expected to have a significant role in the new era of contaminated land management in the EU.
This NICOLE workshop aims to highlight the new challenges that the EU Soil Strategy brings and promote feasible solutions in the application of circularity principles to the very demanding and complicated topic of contaminated land management across the EU.
Participate at CIIE 2022
From November 5 to 10, 2022, the largest exhibition for the export of international products to China, the China International Import Expo (CIIE), will be held in Shanghai. The CIIE is a trade fair that has been held annually in Shanghai since 2018 and is the largest import fair worldwide, organized by the Ministry of Commerce of China and the Municipality of Shanghai.
The import expo aims to promote the Chinese market to international companies and to stimulate domestic consumption in China.
Even in the current period, in which the Zero-covid policy and the tense geopolitical relations are having an impact on the global economy and not least on that of China, trade relations are still going on and China attaches great importance to the CIIE. More than 150,000 Chinese buyers and 29,000 foreign exhibitors from more than 100 countries are expected to participate this year. One of the focus sectors this year is agriculture and horticulture: food and fresh production, breeding and cultivation technology and innovative research, agricultural machinery, etcetera.

Dutch Sino Business Promotions (DSBP) has been designated by the CIIE as an official partner for the CIIE in the Netherlands and, supported by the Dutch Consulate in Shanghai, is organizing a Dutch participation and pavilion at the CIIE.
The theme for this pavilion is Farm to Fork, the agricultural strategy at the heart of the European Green Deal, aimed at creating healthy, fair and sustainable food and fresh food chains.
In addition to physical representation at the fair, various activities will be organized, such as (hybrid) side events, matchmaking events and product releases.

On Monday evening the 27th of June, the China Café and LeidenAsiaCentre will organize a quiz where your knowledge about China is put to the test. Multiple teams will compete against each other in the Faculty Club Leiden (Leiden Academy Building in Leiden) for the Grote China Kennisquiz (Great China Quiz).
We are very happy to announce that DSBP is one of the co-sponsors of this year’s edition.
Our managing director Floriske Deutman had won the first prize with her team Helan Dou in the #GroteChinaKennisQuiz during the previous edition last year. This year, for the first time a DSBP team will compete in the quiz.

Organising more sustainable conferences with DSBP
Sustainability and carbon footprints are important topics nowadays and DSBP is acting on it. We help our clients to organise the most sustainable conferences and events by stimulating the greenest forms of transportation and compensating for the emissions.

A recent example is that we sent out a questionnaire upfront to investigate ways of travel, food, materials which will be used at the conference, and expected waste in order to design most sustainable conference.


A carbon emission inventory connected to the transport of the participants to the conference can be calculated based on the transportation data provided by the participants during the registration process. The travel-related CO2 emissions which are not able to be reduced during a conference can be compensated by partnering with sustainable projects and acquiring carbon offset credits such as with the organization Natuurpunt where trees will be planted to compensate for the CO2 emissions.

On April 19, 2022, Greenports Netherlands, Province of Zuid-Holland and RVO are proud to present the Online China portal for the entire Dutch horticultural chain. The portal is a digital place where knowledge and information are brought together that are necessary and useful when trading in China with Chinese parties.
The aim of this knowledge- and innovation portal for horticulture in China is to foster knowledge and expertise in the field of trade promotion. Here you will find information about projects, news, policy information, an activity agenda and more.

The 10th China Flower Expo with the theme “Blossoming Chinese dream” will be held on Chongming Island, Shanghai, China from the 21st of May until the 2nd of July 2021. The China Flower EXPO is the largest and most influential national flower event in China. Zuid-Holland Province and Rotterdam have created a joint pavilion at the Expo.
On Tuesday June 22nd, Province of Zuid Holland and the Embassy of the Kingdom of The Netherlands in China will organize a hybrid (online-offline) seminar in Shanghai Chongming, together with Shanghai Bright Food Group, one of the biggest food companies in China.
This seminar will have a live-stream and interaction possibilities for online participants, and a live location in the Flower Expo Hotel in Shanghai Chongming.

Province of Zuid Holland Chinese New Year Online Reception Feb 25, 2021
Province of Zuid-Holland traditionally organizes a Chinese New Year reception at the beginning of the year. Due to the Covid-19 crisis, a physical reception is currently not an option. Instead, together with InnovationQuarter and Dutch Sino Business Promotions, an online Chinese New Year reception will be organized in the afternoon of 25 February, one day before the Lantern Festival, the closure of the New Year Celebrations.
The King’s Commissioner Jaap Smit and new Chinese Ambassador H.E. Mr. TAN Jian are invited to deliver keynote speeches. Upon two keynote speeches, Miranda van den Ende from TomatoWorld will give a presentation about the sustainable food production of the Dutch horticultural sector, and Xiaoling Sun from InnovationQuarter will give the other presentation about the general facts of Zuid-Holland Province, in order to let Chinese guests and residences here have a better impression of the region.
After all speeches and presentations, thanks to the function of Zoom meeting, guests will be allocated to a few small chat rooms for chitchat. We want to use this way to create an atmosphere of a physical reception as much as possible.
The reception will be ended by an online quiz about Zuid-Holland. The top three winners of the quiz will be given a small gift box, sponsored by InnovationQuarter and TomatoWorld.

Zuid-Holland province maintains a government-to-government relationship with the province of Hebei, China, that is explicitly aimed at facilitating mutual business-to-business relationships. The relationship started in 1993 and turned into an official friendship relationship in 2007 by the signing of a Memorandum of Understanding (MoU). The latest MoU was signed for the period 2016-2020 and focused in particular on water management and the environment, sustainable development, agriculture and horticulture, new energy and education.
Both provinces decided to extend the MoU for the period 2021-2025. Feeding and greening the megacities, sustainable urbanization and water management form the basis of the new MoU.
The previous ceremonial signing moments invariably took place during a trade mission in one of the two provinces. Due to the Covid-19 crisis, a trade mission is currently not an option. Instead, Hebei and Zuid-Holland will organize an online trade mission between November 16-18.
The Zuid-Holland Hebei Week will consist of several parts:
- Online governor’s meeting between the governor of Hebei, Mr. Xu Qin, and King’s Commissioner Jaap Smit about the content and implementation of the new MoU
- Investment Promotion webinar between Zuid-Holland and Hebei, co-organized by InnovationQuarter and the Hebei Commerce Department
- Agro-food webinar “Upgrading the Greenhouse Sector in Hebei” organized by Zuid-Holland Province, CAU Futong, and the Hebei Agriculture Department with key-notes from Vice Governors Shi Qingshuang and Adri Bom-Lemstra and hosted by Professor Zhang Tianzhu of CAU Futong, including a matchmaking event for Agri-/horticulture companies
